Directs the Department of Agriculture and Consumer Services and Division of Soil and Water Conservation to develop a plan identifying agricultural water infrastructure needs not covered by EPA surveys, including reporting mechanisms, water-use assessment methods, and best management practices for conservation.

Requires the two departments to work with farmers and agricultural organizations to encourage voluntary water conservation practices and design a cost-share program providing technical and financial support for implementing best management practices.

Mandates a report to the Legislative Study Commission on Water and Wastewater Infrastructure by November 1, 2010, detailing the survey development, best management practices identification, cost-share program design, estimated costs, implementation timeline, and funding sources.

Recognizes agriculture's $70 billion annual economic impact and role in water resource management while acknowledging the industry's vulnerability to drought and water scarcity.
