Repeals G.S. 120C-100(a)(11k) regarding lobbyist principal reporting requirements.

Modifies lobbyist principal reporting to require disclosure of payments made for lobbying activities, with clarification that principals need only report portions of salaries or fees allocated to communications and activities that constituted or would foreseeably constitute lobbying.

Revises the definition of "lobbyist" to clarify that individuals must be paid by a person or governmental unit specifically for lobbying on their behalf, removing language about "payment for services" and reimbursement of travel and subsistence.

Amends the contingency fee prohibition to specify that no individual shall act as a lobbyist and agree to receive payment for lobbying dependent upon legislative or executive action outcomes.

Sections 1-4 become effective January 1, 2007; remainder of act effective upon passage.
