Honors the life and memory of Margaret Taylor Harper, a former candidate for North Carolina lieutenant governor who died on October 11, 2009, at age 92.

Recognizes Harper's distinguished service including executive secretary of the North Carolina Press Association (1969-1978), induction into the North Carolina Journalism Hall of Fame (1987), and service on multiple boards including UNC-Chapel Hill, Blue Cross/Blue Shield of North Carolina, and Carolina Power and Light Company.

Acknowledges Harper's leadership as president of the North Carolina Democratic Women, chair of the North Carolina Council of Women's Organizations, and her 50+ years of service at Trinity United Methodist Church in Southport.

Directs the Secretary of State to transmit a certified copy of the resolution to Harper's family, which includes two sons, four grandchildren, and seven great-grandchildren.

Resolution was ratified by the General Assembly on July 1, 2010, and becomes effective upon ratification.
