Directs the Joint Legislative Program Evaluation Oversight Committee to include a study of Chapter 150B contested cases in the 2010 Work Plan for the Program Evaluation Division.

Requires the Program Evaluation Division to study the number of administrative law judge decisions that are overturned as final agency decisions, including the nature of cases, basis for reversals, and appeals to superior court.

Mandates the Program Evaluation Division submit findings and recommendations to the Joint Legislative Program Evaluation Oversight Committee, the Joint Legislative Oversight Committee on Mental Health, Developmental Disabilities, and Substance Abuse Services, and the Joint Legislative Administrative Procedure Oversight Committee.

Becomes effective upon enactment.
