Requires the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services to submit a final report by January 1, 2011, on community support services recipients, including numbers transferred to other services and any resulting cost changes.

Mandates the Commission on Mental Health, Developmental Disabilities, and Substance Abuse Services to submit annual reports by September 1, 2010, summarizing all deaths occurring in the prior year to the Joint Legislative Oversight Committee.

Changes the Department of Health and Human Services reporting deadline on Trust Fund expenditures from July 1, 2007, to July 1, 2010, and adds the Joint Legislative Oversight Committee as a report recipient.

Requires annual reporting starting January 1, 2011, on strategic plans for organizing State and local resources to fund services through local management entities, including funding allocation criteria and expenditure lists.

Extends quarterly Local Management Entity reporting deadlines from May 1, 2010, to May 1, 2011, and thereafter annually, and modifies CAP-MR/DD Tiered Waiver implementation reporting requirements with a new deadline of January 1, 2011.
