Increases appropriations for local inpatient psychiatric beds or bed days from $20,121,644 to $32,121,644 for fiscal year 2010-2011.

Requires the Department of Health and Human Services to work toward equitable distribution of psychiatric beds or bed days across the state rather than distribution "according to need."

Maintains a statewide reserve fund at the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services with payment processing requirements (LMEs remit claims within 15 working days, pay hospitals within 30 working days).

Changes reporting requirements to semiannual reports beginning September 1, 2010, to the House Appropriations Subcommittee on Health and Human Services, Senate, Joint Legislative Oversight Committee on Mental Health, and Fiscal Research Division.

Becomes effective July 1, 2010.
