Appropriates $2,000,000 from the General Fund to the Board of Governors of The University of North Carolina for the 2010-2011 fiscal year.

Funds designated for the Joint School of Nanoscience and Nanoengineering located on the Gateway University Research Park campus at North Carolina Agricultural and Technical State University and University of North Carolina at Greensboro.

Allocated funds to complete hiring of nanoscience faculty and begin hiring of nanoengineering faculty.

Intended to provide a foundation for nanoscience and nanoengineering job training with local community colleges and industry education on nanotechnology.

Becomes effective July 1, 2010.
