Repeals Part 2E of Article 9 of Chapter 130A and creates new Part 2H establishing comprehensive requirements for recycling discarded computer equipment and televisions.

Computer equipment manufacturers must register with the Department and implement one of three tiered recycling plans (Tier I, II, or III) with initial registration fees ranging from $10,000-$15,000 and annual renewal fees of $2,500-$15,000 depending on plan tier.

Television manufacturers must register with the Department, pay a $2,500 initial registration fee and $2,500 annual renewal fee, and recycle televisions based on their market share as calculated by the Department.

Creates an Electronics Management Account funded by manufacturer fees, with the Department retaining up to 10% for administration and distributing remaining funds to eligible local governments for discarded computer equipment and television collection programs.

Prohibits disposal of discarded computer equipment and televisions in landfills or incinerators and prohibits state agencies and political subdivisions from purchasing computer equipment or televisions from non-compliant manufacturers.
