Appropriates $250,000 in recurring General Fund dollars to the North Carolina Institute of Medicine (NCIOM) for fiscal year 2010-2011 to complete three authorized task force studies on military mental health services, health care access and costs, and adult care home issues.

Appropriates $150,000 from the General Fund to NCIOM for fiscal year 2010-2011 to establish a task force examining mental health needs of young children (birth to age five) and their families.

Task force shall examine mental health needs of young children, existing public and private mental health systems, prevention strategies, early screening methods, evidence-based interventions, workforce adequacy, and funding needs.

Requires NCIOM to submit interim report to the Joint Legislative Oversight Committee on Mental Health, Developmental Disabilities, and Substance Abuse Services by January 15, 2012, and final report with recommendations and proposed legislation to the 2013 General Assembly.

Effective July 1, 2010.
