Establishes the North Carolina Sustainable Communities Task Force within the Department of Commerce to lead sustainable development initiatives, with 11 members including designees from six state departments and five governor-appointed representatives from nonprofits, local governments, regional organizations, and the planning profession.

Task Force duties include applying for federal/private funding for sustainable development, providing technical assistance to local governments, developing a local government sustainability scoring system, and recommending policies and appropriations to support healthy, safe, and walkable communities.

Requires Task Force to submit annual reports beginning in 2011 containing policy recommendations, funding received, demographic data for state metro regions, inventory of state policies affecting sustainable development, and overview of state funding initiatives for housing, infrastructure, and land preservation.

Authorizes supplemental funding from Commerce, Transportation, and Environment and Natural Resources departments to regional bodies and municipalities that participate in regional sustainable development partnerships and adopt coordinated planning agreements.

Appropriates $100,000 for Task Force operations and $125,000 to match local funds for federal sustainable communities grants in fiscal year 2010-2011, with Task Force expiring June 30, 2021.
