Exempts Mecklenburg County from competitive bidding requirements (G.S. 143-129, 143-131, and 143-132) when contracting for energy efficiency programs authorized by its Board of Commissioners.

Allows Mecklenburg County to award energy efficiency contracts in its sole discretion without competitive bidding procedures.

Authorizes Mecklenburg County to enter into 20-year leases for renewable energy facilities without treating such leases as sales and without publishing notice.

Extends provisions from S.L. 2009-149 (previously applicable to Raleigh and Winston-Salem) to also apply to Mecklenburg County.

Effective upon enactment.
