Modifies the Charlotte Firefighters' Retirement System death benefit provisions to extend minimum death benefits to all retirees, not just those who die before receiving full contributions back.

Clarifies that surviving spouses and beneficiaries of deceased retirees are entitled to receive the difference between contributions plus interest and total benefit payments received, ensuring a death benefit guarantee.

Expands the definition of eligible beneficiaries to include estates of both retirees and beneficiaries receiving optional forms of benefit payments under Section 17.

Maintains the 4% annual interest rate on contributions with the Board of Trustees retaining authority to adjust the rate, and excludes interest on death benefits occurring before July 1, 1986.

Applies only to the City of Charlotte and becomes effective July 1, 2010.
