Requires owners of underground storage tank systems to designate and train primary operators and emergency response operators to comply with the federal Energy Policy Act of 2005.

Primary operators must demonstrate knowledge of spill prevention, overfill prevention, release detection, corrosion protection, emergency response, regulatory requirements, financial responsibility, and tank system closure procedures.

Emergency response operators must understand the underground storage tank system at their facility, recognize equipment failures or releases, and know immediate response steps to contain spills.

Establishes August 1, 2010 deadline for designating operators and August 8, 2012 deadline for completing all required training; owners failing to designate operators are deemed to be the primary and emergency response operators themselves.

Modifies provisions of the Noncommercial Underground Storage Tank Cleanup Fund to allow reimbursement of cleanup costs for identified owners who proceed with cleanup and for unidentified owners when current landowners undertake cleanup efforts.
