Adds definition of "brand style" to cigarette regulations, distinguishing varieties by tobacco type, tar and nicotine content, flavoring, size, filtration, or packaging.

Changes certification fee structure from per-form ($250) to per-brand-style ($250), potentially increasing costs for manufacturers offering multiple cigarette varieties.

Requires manufacturers to recertify cigarettes every three years and immediately recertify if any change is made that could alter compliance with reduced ignition propensity standards.

Establishes a nonreverting "Fire Safety Standard and Firefighter Protection Act Enforcement Fund" in the state treasury, funded by manufacturer certification fees for processing, testing, enforcement, and oversight activities.

Becomes effective July 1, 2010.
