Divides prosecutorial district 13 into districts 13A (Bladen and Columbus counties with 8 assistant district attorneys) and 13B (Brunswick county with 6 assistant district attorneys).

The district attorney elected to District 13 in November 2010 will serve the district matching their county of residence; if their residence doesn't match either new district, the Governor appoints a replacement for the remainder of the term ending January 1, 2012.

Governor is encouraged to appoint replacements from a different political party than the elected district attorney when applicable.

Appropriates $248,164 from the General Fund to the Judicial Department for fiscal year 2010-2011 to implement the division.

Becomes effective January 15, 2011, or upon Voting Rights Act preclearance, whichever occurs later.
