Increases Cabarrus County Tourism Authority from 9 to 12 members, with seats numbered 1 through 12 instead of 1 through 9.

Requires that seats 1, 3, 6, 8, and 10 each include at least one hotelier among the appointees from the Cabarrus County Board of Commissioners, Tourism Authority, and Chamber of Commerce.

Adds new seats 10, 11, and 12 to be appointed by the board from nominees submitted by the Cabarrus County Tourism Authority, with at least one hotelier and one person active in tourism promotion required.

Changes the staggered appointment schedule so that four members (instead of three) are appointed each year, adding seats 10, 11, and 12 to the initial staggered terms.

Adds a new provision requiring the organization responsible for nominating members to submit a vacancy recommendation to the Cabarrus County Board of Commissioners.

Removes the requirement that unused Authority funds be remitted to Cabarrus County at fiscal year end.
