Allows local school boards in Cherokee, Clay, Graham, Haywood, Jackson, Macon, Swain, and Transylvania Counties to meet the 180-day instructional requirement by scheduling 1,000 hours of instruction on fewer than 180 days during the 2009-2010 school year.

Teachers employed for 10-month terms are deemed to have been employed for 180 instructional days even if the school year consists of fewer than 180 days due to inclement weather closures.

All other employees must be compensated as if they had worked their regularly scheduled hours for 180 instructional days, regardless of actual days worked.

Applies only to the 2009-2010 school year and only to the eight specified counties in western North Carolina.
