Repeals the requirement for the Town of Highlands to establish a specific scholarship committee with designated positions (businessman, minister, school principal, town attorney, and community member).

Grants the governing body of Highlands discretion to administer the scholarship program for Highlands High School graduates on terms it deems appropriate, subject to applicable law.

Removes the prohibition on scholarship committee members receiving compensation, applying the non-compensation requirement only to town governing body members.

Repeals Section 4 of S.L. 1975-332 entirely.

Effective upon becoming law, ratified June 22, 2010.
