Allows noncertified public school employees to take professional leave under the same State and local rules that currently apply to certified employees.

Provides that if no substitute is required for a certified or noncertified employee taking professional leave, there shall be no salary deduction for a substitute.

Appropriates $10,000 from the General Fund to the Department of Public Instruction for fiscal year 2010-2011 to implement the provisions.

Becomes effective July 1, 2010.
