Establishes a new 10-month salary schedule for noncertified teacher assistants in North Carolina public schools effective July 1, 2010, with three pay grades based on education level: high school diploma ($19,126-$25,704), associate degree or equivalent hours ($21,039-$28,274), and bachelor's degree ($24,194-$32,515).

Places teacher assistants on the salary schedule based on years of experience, ranging from step 0 for those with 0-3 years of experience to step 10 for those with 29-30 years of experience.

Requires that no teacher assistant's salary be reduced and each must receive a minimum $750 salary increase under the new schedule; existing employees earning more than their experience level warrants are protected from salary reductions.

Directs the State Board of Education to adopt criteria for determining work experience credit, including recognition of teacher assistant work experience in other states and evaluation of other comparable work experience.

Appropriates $23,208,700 from the General Fund to the Department of Public Instruction for fiscal year 2010-2011 to implement the new salary schedule.
