Appropriates $55,580 to the Land Loss Prevention Project to provide legal representation to financially distressed small farmers and rural landowners in tobacco-dependent communities for fiscal year 2010-2011.

Appropriates $76,990 to the North Carolina Association of Community Development Corporations to support community-based development activities and strengthen community development corporations statewide.

Appropriates $514,502 to the North Carolina Community Development Initiative and Initiative Capital to expand low-wealth community investment through grants, loans, and loan loss reserves for green building, housing, and job creation programs.

Appropriates $276,617 to the North Carolina Institute of Minority Economic Development for technical assistance, loans, and contract financing to support small businesses and job creation in underdeveloped communities.

Appropriates $393,716 to the North Carolina Minority Support Center for small business lending, mortgage lending, and financial literacy programs through grants to community development credit unions; effective July 1, 2010.
