Allows local boards of education to meet instructional requirements by scheduling either 180 days or 1,000 hours of instruction covering at least nine calendar months, providing flexibility for weather-related closures.

Permits early school closures due to inclement weather to count toward the minimum instructional requirement if the scheduled amount of instructional hours is met, as allowed by State Board policy.

Deems teachers employed on 10-month contracts and other employees to have worked their regularly scheduled hours for 180 instructional days even if schools meet the 1,000-hour requirement in fewer than 180 days due to inclement weather.

Applies the flexibility provisions only to local school administrative units and charter schools that missed more than 20 instructional days during the 2009-2010 school year due to inclement weather.

Appropriates $25,000 from the General Fund to the Department of Public Instruction for fiscal year 2010-2011 to implement the act, effective July 1, 2010.
