Appropriates $200,000 from the General Fund to Kids Voting of North Carolina, Inc. for the 2010-2011 fiscal year.

Allocates $40,000 to the State program for services, support, and implementation of new Kids Voting programs across North Carolina.

Allocates $160,000 to 25 specified counties (Alleghany, Beaufort, Buncombe, Burke, Cabarrus, Catawba, Chowan, Clay, Cumberland, Davie, Durham, Forsyth, Greene, Guilford, Haywood, Henderson, Iredell, Jackson, Lee, Madison, Mecklenburg, New Hanover, Pitt, Randolph, and Wake) based on Department of Public Instruction's Average Daily Membership with a minimum of $1,000 per county.

Permits counties to remit unused portions of their allocated funds back to the State program for expansion to nonparticipating counties.

Takes effect July 1, 2010.
