Authorizes the state to issue up to $130 million in special indebtedness for repairing and renovating state facilities and infrastructure, with allocation determined by the General Assembly.

Authorizes up to $55 million in special indebtedness for purchasing equipment and making capital improvements at UNC System institutions (40%) and community colleges (60%) for health, science, engineering, and technical education.

Authorizes up to $104.374 million for completing the College of Engineering building at North Carolina A&T State University, with no more than $20 million issuable before July 1, 2011.

Authorizes up to $161.462 million for completing an Engineering IV building on North Carolina State University's Centennial Campus, with no more than $20 million issuable before July 1, 2011.

Directs the Secretary of Administration to implement a price-matching preference allowing qualified North Carolina bidders within 5% of the lowest bid to be awarded contracts for projects financed by this act.
