Expands judicial department operating expenses to include administrative support and allows local governments to supplement salaries of nonelected judicial officers and employees under a new memorandum of understanding authority.

Establishes that foreign language interpreter and translator costs for parties and witnesses in court proceedings are paid by the Judicial Department, with costs borne by parties who choose their own interpreters instead of court-appointed ones.

Repeals previous interpreter funding provisions and clarifies that trial courts cannot order parties or witnesses to reimburse interpreter costs except when they fail to appear without good cause.

Broadens the allowance for juvenile court records in bond determinations by removing time restrictions on when adjudications of delinquency can be considered, allowing any delinquency adjudication for felony or Class A1 misdemeanor offenses to be used.

Sections 4 and 5 become effective December 1, 2010, with remaining sections effective July 1, 2010.
