Establishes the Legislative Study Commission on Water Quality Cost Share consisting of 18 members including 5 senators, 5 representatives, and representatives from environmental agencies, municipalities, counties, and professional organizations.

Commission shall study costs and benefits of improving water quality in shared water resources, including wastewater treatment standards and compliance costs for upstream and downstream local governments.

Commission shall consider alternatives to current rate structures, treatment programs, and technology used by the State and local governments for water quality and wastewater treatment.

Commission must submit final report to the General Assembly no later than convening of the 2011 General Assembly with findings, recommendations, and any legislative or administrative proposals.

Appropriates $50,000 from the General Fund for fiscal year 2010-2011 to the Legislative Services Office to implement the study; becomes effective July 1, 2010.
