Authorizes the Division of Motor Vehicles to produce a special registration plate for members of the National Active and Retired Federal Employees Association, Inc., bearing the Association's insignia.

Sets an additional fee of $15.00 for the Active and Retired Federal Employees plate, with $10.00 going to the Special Registration Plate Account and $5.00 to the Collegiate and Cultural Attraction Plate Account.

Requires a minimum of 300 applications before the plate can be developed and distributed to the public.

Directs the Division to transfer quarterly funds from the Collegiate and Cultural Attraction Plate Account (derived from plate sales) to the North Carolina Chapter of the National Active and Retired Federal Employees Association to support retirement and benefits education programs.

Becomes effective July 1, 2010.
