Expresses profound gratitude and appreciation to all men and women of the United States Armed Forces for their selfless service.

Honors the memory of Marine Corps Captain Seth Mitchell and all service members from North Carolina or with ties to the state who died during Operations Iraqi Freedom and Enduring Freedom in Iraq and Afghanistan since May 25, 2009.

Honors the memory of United States Navy Lieutenant Paul B. Stam, who served during World War II, and all veterans of past wars who have died since the last Memorial Day.

Honors eight North Carolina National Guard members who died on active duty since May 21, 2009: Major Jason George, Sergeant Paul F. Brooks, 1st Lieutenant Leevi K. Barnard, Sergeant Roger L. Adams, Specialist Robert L. Bittiker, Sergeant Juan C. Baldeosingh, Staff Sergeant Edward C. Kramer, and Specialist Felicia Hill.

Extends deepest sympathy to families of deceased service members and pledges that they shall never be forgotten.
