Honors Governor Richard Caswell, the first governor of North Carolina elected on April 18, 1777, for whom Caswell County is named.

Designates June 2010 as Caswell County Heritage Month to celebrate the county's 233rd anniversary, which was created on May 9, 1777 from the northern portion of Orange County.

Encourages citizens of Caswell County to participate in Heritage Month celebrations including proclamations, presentations, and entertainment throughout the county and county seat of Yanceyville.

Directs the Secretary of State to transmit certified copies of the resolution to Caswell County Board of Commissioners, Yanceyville Town Council, and various county historical and development organizations.

Takes effect upon ratification; ratified July 1, 2010.
