Expands the definition of "dependent child" under North Carolina's state health plan for teachers and state employees to include children for whom an employee is a court-appointed guardian.

Court-appointed guardian children are eligible for coverage as dependents if the employee is legally responsible for the child's maintenance and support.

Maintains existing eligibility requirements and allows the Plan to require documentation confirming a child's eligibility as a dependent.

Becomes effective July 1, 2010.
