Appropriates $100,000 from the General Fund to the Department of Public Instruction for fiscal year 2010-2011 to establish the "Go Green Go-Kart Competition" for North Carolina high schools.

Competition is open to all secondary schools statewide and aims to teach hands-on renewable fuels technology while encouraging students to pursue careers in science, engineering, and environmental advocacy.

Administrative overhead limited to maximum 5% of appropriated funds and promotional expenses capped at maximum 10% of funds.

Remaining funds allocated to establish and support student teams in counties that choose to participate in the educational initiative.

Effective date: July 1, 2010.
