Appropriates $330,000 from the General Fund to the Department of Correction for fiscal year 2010-2011 to Triangle Residential Options for Substance Abusers (TROSA) for comprehensive residential substance abuse treatment and vocational training for up to 230 probationers annually as an alternative to incarceration.

Expected to save the State approximately $2,400,000 annually in incarceration costs.

Requires TROSA to report biennially beginning February 1, 2011 to the Joint Legislative Corrections, Crime Control, and Juvenile Justice Oversight Committee and appropriations subcommittee chairs on program expenditures, services provided, number of probationers served, and three-year rearrests of program completers.

Authorizes the Department of Correction to conduct a pilot program using TROSA as a community-based treatment option for minimum security inmates during fiscal years 2010-2011 and 2011-2012, with results to be reported by May 1, 2012.

Becomes effective July 1, 2010.
