Amends protest petition requirements for zoning map amendments in Durham County only, effective upon passage.

Establishes two alternative thresholds for qualifying protests: either 20% of the area included in the proposed change OR 5% of a 100-foot-wide buffer extending along the entire boundary of each rezoned area.

Requires a three-fourths supermajority vote of all Board of County Commissioners members to approve a zoning amendment opposed by a qualifying protest, with vacant positions and excused members excluded from the calculation.

Permits property owners to withdraw their signatures from protest petitions at any time before the vote, and only petitions meeting qualifying standards at the time of the vote trigger the supermajority requirement.

Exempts amendments to special use districts, conditional use districts, and conditional districts from protest requirements unless they change permitted uses, increase residential density, increase nonresidential development size, or reduce buffers or screening.
