Raises the emergency pension fund death benefit for killed law enforcement officers in Mecklenburg County from $10,000 to $25,000 for surviving spouses or next of kin.

Increases the maximum disability benefit for permanently and totally disabled officers from $10,000 to $25,000, and raises the cap on temporary disability supplements from $10,000 to $25,000.

Raises the maximum college scholarship award for children of killed or permanently disabled officers from $10,000 to $25,000.

Adds a new $100 annual stipend for minor children of officers killed in the line of duty, payable each year on the death anniversary until the child turns 18.

Removes the Board's authority to unilaterally increase benefit caps by up to 10% every five years without legislative action.
