Allows veterans with honorable discharge who were assigned to North Carolina at discharge and served active duty in the state for at least one year to qualify for in-state tuition rates at North Carolina institutions of higher education.

Veterans must enroll within five years of their honorable discharge to receive in-state tuition benefits.

Extends in-state tuition eligibility to dependent relatives of qualifying veterans if the dependent shares the veteran's residence in North Carolina and enrolls within five years of the veteran's discharge.

Terminates a veteran's in-state tuition eligibility if they fail to maintain North Carolina as their domicile for a continuous 12-month period after enrollment or if they abandon legal residence in the state.

Becomes effective July 1, 2010 for all academic semesters beginning on or after that date.
