Permits home school, charter school, and other nonpublic school students to participate in interscholastic public school athletics if they meet residency requirements and are assigned to the school by their local board of education.

Requires participating nonpublic and charter school students to comply with all State Board of Education and local board rules, meet the same academic eligibility standards as enrolled public school students, and pay required fees and purchase required insurance.

Establishes registration requirement for nonpublic and charter school students to register their intent to participate before the beginning of each athletic season.

Appropriates $25,000 from the General Fund to the Department of Public Instruction for fiscal year 2010-2011 to assist local boards of education in complying with these provisions.

Effective July 1, 2010, with the remainder effective immediately upon enactment and applying beginning with the 2010-2011 school year.
