Changes the name of the "North Carolina National Park, Parkway and Forests Development Council" to "WNC Public Lands Council"

Maintains the council's seven-member structure appointed by the Governor, with specific county representation requirements (one each from Buncombe, Haywood, Jackson, and Swain counties, plus three from counties adjacent to the Blue Ridge Parkway, Great Smoky Mountains National Park, or Pisgah/Nantahala national forests)

Preserves all existing powers and duties of the council, including promoting development of Great Smoky Mountains National Park, Blue Ridge Parkway, and national forests in western North Carolina, and advising state and federal agencies

Appropriates $1,000 from the General Fund to the Department of Environment and Natural Resources for fiscal year 2010-2011 to implement the name change

Becomes effective July 1, 2010
