Establishes a Blue Ribbon Commission on Graduation Disparity with 16 members consisting of 5 Senate members, 5 House members, 2 local school superintendents, and 4 education policy experts and community leaders appointed by the President Pro Tempore and Speaker.

Commission shall examine minority graduation statistics, national best practices for educating minority students, current statewide retention efforts, teaching methodologies for minority students, technical and career curriculum, and innovative practices from other states.

Commission must develop a comprehensive statewide plan and recommendations for increasing the number of minority students who complete high school.

Commission shall meet five times and submit findings and recommendations to the 2011 General Assembly prior to February 1, 2011.

Allocates $250,000 in General Assembly funds to cover expenses for national experts or consultants to advise the Commission, effective July 1, 2010.
