Requires state agencies to release letters of recommendation and disciplinary actions as part of employee personnel records that are open to public inspection.

Allows employees, applicants, and former employees to inspect their complete personnel files in their entirety, removing previous exemptions for letters of reference and medical disability information.

Expands public records requirements to include all salary increases and decreases, promotions, demotions, transfers, suspensions, and position assignments rather than only the most recent of each.

Permits department heads to disclose personnel information or allow file inspection when deemed necessary to maintain departmental integrity or service quality, with documentation required in a memorandum placed in public records.

Effective July 1, 2010, with fees for personnel file copies set to reflect actual costs of providing the records.
