Amends zoning violation enforcement procedures for the City of Winston-Salem within one mile of its corporate limits (or three miles if approved by the board of county commissioners)

Increases penalties for zoning violations: fines up to $500 and/or imprisonment up to 30 days; each day a violation continues after a 5-day notice period constitutes a separate offense

Authorizes the Building Inspector or Administrative Officer to summarily abate violations after the notice period expires, with abatement costs becoming a lien on the violating property with priority equal to unpaid ad valorem taxes

Allows the Building Inspector or Administrative Officer to file a notice of lis pendens with the Forsyth County Clerk of Superior Court upon issuance of a violation notice, binding the violation on property successors and assigns

Applies solely to the City of Winston-Salem and becomes effective upon enactment (July 8, 2010)
