Increases New Hanover County Alcoholic Beverage Control Board membership from three members to five members, appointed by County Commissioners.

Authorizes County Commissioners to fill vacancies on the ABC board and remove members for misconduct, incompetency, or fraud.

Reduces bond requirement from $10,000 to a minimum of $5,000 per member, secured by corporate surety, with option to exempt members who do not handle Board monies.

Raises quorum requirement from two members to three members, and requires approval of at least three members for Board actions.

Establishes staggered initial terms for new members (three members complete existing terms, fourth member serves one year, fifth member serves two years) with subsequent three-year terms and a six-year consecutive service limit.
