Directs the e-NC Authority to file an application for North Carolina to become a pilot state in the Federal Communications Commission's LifeLine Online program for broadband internet access.

Requires the e-NC Authority to develop public-private partnerships necessary to support the application and to implement the program if North Carolina receives pilot status.

Establishes that the e-NC Authority shall coordinate with other State agencies for successful program implementation.

Appropriates $25,000 from the General Fund to the e-NC Authority for fiscal year 2010-2011 to support these efforts.

Program aims to provide financial assistance for broadband internet access to low-income North Carolina households and is designed to be State revenue neutral.
