Appropriates $505,000 from the General Fund to the e-NC Authority for fiscal year 2010-2011 to support operations, research, and broadband deployment assistance in all 100 counties.

Appropriates $12,500,000 from the General Fund to the e-NC Authority for fiscal year 2010-2011 to provide broadband connectivity grants to unserved and underserved households through a request for proposals process.

Allows up to 4% of connectivity funding to be used for grant administration and permits funds to be used to help entities secure matching funds for federal broadband stimulus grants or foundation grants.

Effective July 1, 2010.
