Allows the City of Kannapolis to require developers to provide funds in lieu of street construction to serve commercial or residential sites, subdivisions, or developments.

Expands permissible uses of in-lieu funds to include roads, sidewalks, and community service facilities (previously limited to roads only).

Permits in-lieu funds to be used for infrastructure serving multiple commercial or residential sites, subdivisions, or developments within an area (not just single subdivisions).

Removes the requirement that in-lieu fund formulas be based on trips generated from the subdivision or development.

Applies only to the City of Kannapolis and areas covered by its subdivision control ordinance.
