Allows the Cities of Concord and Kannapolis to annex property completely enclosed by their corporate limits as of May 1, 2010, if the annexed acreage is less than 5% of total municipal acreage.

Requires the annexing municipality to make a finding that annexation is necessary for orderly growth and development OR improves public safety service delivery.

Mandates a public hearing with at least 10 days' notice before adoption of any annexation ordinance, which must be adopted before December 31, 2020.

Authorizes the City of Kannapolis to deannex up to 5 acres of property upon owner application for the benefit of the Public Health Authority of Cabarrus County, with a public hearing required and ordinance adoption deadline of December 31, 2011.

Became effective upon passage on July 10, 2010.
