City of Goldsboro may convey its right, title, and interest in the Goldsboro-Wayne Municipal Airport (approximately 289.38 acres) to Wayne County through private negotiation and sale, with or without monetary consideration.

Goldsboro-Wayne Airport Authority must convey all real and personal property to Wayne County no later than July 15, 2010, and assign all leases and contracts effective that same date.

Wayne County assumes all liabilities of the Goldsboro-Wayne Airport Authority beginning July 15, 2010.

Restructures the airport governance authority from joint City of Goldsboro and Wayne County control to Wayne County sole control, with the board renamed "Wayne County Airport Authority" and expanded from three to six county representatives.

Ratifies a December 4, 2007 financing agreement between Branch Banking & Trust and the Goldsboro-Wayne Airport Authority, authorizing Wayne County to make payments under the agreement.
