Requires written permission to hunt, fish, or trap on posted private land in Rockingham County, valid for no more than one year, which must be carried and displayed upon request to law enforcement.

Permits verbal permission for hunting, fishing, or trapping on nonposted private land, with exemptions for spouses and children of landowners or lessees.

Allows landowners to post property using standard signs or aluminum reflective paint marks (2 inches wide by 8 inches long, placed 3-6 feet from ground) to designate hunting restrictions.

Prohibits hunting on another's land while under the influence of alcohol (blood alcohol concentration of .01 or greater) or impairing substances, punishable as a Class 2 misdemeanor with fines up to $500 and 30 days to 6 months imprisonment, plus mandatory hunter safety course completion.
