Honors the memory of Hoyt Patrick Taylor, Sr. (1890-1964) and his distinguished service to North Carolina as a lawyer, businessman, state senator (1937, 1939, 1943), Lieutenant Governor (1949-1953), and member of the State Board of Education.

Recognizes Hoyt Patrick "Pat" Taylor, Jr. (born 1924) for his service in the North Carolina House of Representatives (1955-1966), including his role as Speaker, his service as Lieutenant Governor (1969-1973), and his receipt of the Judge John J. Parker Award in 1961.

Acknowledges that Hoyt Patrick Taylor, Sr. and Hoyt Patrick Taylor, Jr. are the only father-and-son pair to be elected Lieutenant Governor of North Carolina.

Directs the Legislative Services Division to display a certified copy of the resolution with pictures of both men in a prominent location within the Legislative Building and requires the Secretary of State to transmit a copy to the Taylor family.

Appreciates the Taylor family's donation of personal and political papers and records of both men to the North Carolina State Archives.
