Authorizes the Legislative Research Commission to study changing demographics in North Carolina's community college and university systems over the past decade.

Commission shall examine population changes regarding age, reasons for attendance, students with prior educational experience, and college transfer students from community colleges.

Requires the Commission to submit its final report to the 2011 General Assembly no later than January 15, 2011.

Directs the Legislative Services Officer to allocate appropriated General Assembly funds for the study's expenditures.

Effective upon ratification.
