Establishes a pilot program for public financing of municipal election campaigns in up to two municipalities with populations over 50,000 that meet specified criteria, including a mandatory public hearing and State Board of Elections approval.

Expands the Voter-Owned Elections program to include the office of State Treasurer beginning in the 2012 election, in addition to existing offices of Auditor, Superintendent of Public Instruction, and Commissioner of Insurance.

Increases the minimum number of qualifying contributions required for candidate certification from 750 to 900 registered voters, plus an additional 100 voters for each $100,000 that the grant amount exceeds $300,000.

Modifies the Voter-Owned Elections Fund to define "public campaign financing program" with specific criteria regarding candidate support demonstration, fund restrictions, and matching fund provisions for electioneering communications.

Requires transfer of $2.50 of each $3.00 allocation under G.S. 105-159.2 to the Voter-Owned Elections Fund on a monthly basis from January 1, 2011, through December 31, 2012, for the 2012 election cycle.
